Jaccuzi error message

hello, i have a jacuzzi J365 it has a FL1 error message and tryed everything. strong flow from filter. tryed running garden hose thru. powered off and on. still not coming off and its not heating - no red light coming on? Please help

I had a FLO error on our brand new Columbia that I couldn't seem to correct until I opened the front of the cabinet, then loosened the plumbing connections to allow the air pockets to escape.  Once the air was gone, the FLO error went away. 

We filled the spa via the filter inlet per the instructions from our vendor as well... no matter how much we pushed the water in, the air would remain.
