Does anyone know if the C.E.C. standards are being enforced. �Several companies are still selling in Ca. �Diamonte, L.A. Spas ect. �

I don't think there is any enforcement provided in the regulation.

There actually is enforcement/fine in the regulation. Enforcement dont go into effect until Jan 2010, so you should be fine till then.
