2005 Sundance Altamar jet question?

the upper right seat, with I think 12 jets... the silver ring turns but it doesn't do anything to the jet pressure, direction, etc.  Some rings are harder to move than others... so I'm not sure if they are even supposed to turn?  does anybody know?

Those jets do not turn.

they turn on my tub, not sure if they are supposed to.. but some of them turn, others are harder to turn in the same seat...

if they turn are the jets broken?  they seem to push water out fine..... if they turn could it be causing a leak on the underside of the tub?

The stainless rings on those jets don't do anything to the jet.  The ring itself may turn but not for any ajustment.  I don't believe they would cause a leak.
